Tokar is one of my favorite movers in the class with a quick, clean arm to pair & I will go ahead and throw a 'pick-to-click' stamp on him. The frame has progressed into a to-be physical, 6-foot-3, 190 pounds with strength added since my last looks. He creates plus extension w a dynamic, drop&drive move that plays his 85-87 fastball even higher. The fastball features occasional sink & he tunnels a firm, above average slider off of it at 77-79. The firm slider w sweeper shape is an indicator of future velocity, as is the fact that he won't turn 16 until June, one of the youngest arms on this list. Tokar does show some feel to fade a 78-81 change to the arm-side to show three usable pitches. The overall feel for command grades out at an average clip for now, but the upside in the frame & the mover is what I like best here.

'27 RHP Sam Tokar (Yorktown HS, Indiana) has arguably the highest ceiling of any arm we saw at the event. The projectable, 6-foot-2, 175 pounder brought an athletic delivery to the mound with some explosion already present in the arm action. Sitting 84-86 on a fastball with above-average carry now, expect that number to tick sooner, rather than later. His best offspeed pitch at the moment is a sweeping, 71-74 mph slider that flashes out-pitch upside. Although there is some rawness to the operation now, Tokar holds potential to end up as one of the better arms in the class out of Indiana.
