2.22.15 Billy stands 5-foot-11 and has an athletic frame. He has a tilt and topple delivery with some rhythm and throws from a low three-quarters slot. He has a long, loose arm action and a quick armstroke that generates velocity with normal effort. His shoulders are uphill and closed and he strides out on line before landing square and falling off a bit as he finishes. Billy’s fastball has hard run to it and sat 82-84, his command improved as his outing progressed. His slider has sharp 11/5 downer action to it and is thrown with decent armspeed that came in 70-72 and was down. His change-up had heavy sink and was kept down. It was thrown with decent armspeed, running 69-70.
