Oregon 2028 Rankings Update - Notable Newcomers

Recently, Prep Baseball Oregon updated our 2028 Rankings List. Our latest update featured 30 players from across the state, highlighting a deep and talented pool of prospects going into their sophomore seasons.

Several players made their rankings debut on our latest update after strong showings in the spring or summer of this year. Below, we highlight some of those notable newcomers, featuring scouting reports and video from recent looks.

Ethan Peng OF / RHP / Jesuit, OR / 2028Rankings StateRank: 13 / POS: 5
The athletic 6'1 prospect impressed mightily at our Portland Summer ID - Session II event this July, earning one of the highest debut spots in our rankings update. There's real two-way upside with the Jesuit product. Offensively, the righty bat sinks deep into his lower half for a lofted, longer swing, driving balls up to 93.5 MPH with a max batted ball distance of 351 feet. Peng's 7.14 second speed translated to the outfield well, moving quickly in either direction with throws up to 85 MPH. On the mound, Peng featured a smooth, simple leg lift and land with a 3/4 slot release. The FB topped out at 84.3 MPH, one of the best numbers posted by any '28 grad at an Oregon event this year. The ball jumped out of his hands at times sitting 82-84 MPH overall, with a CH and breaking ball mixed in as well. Peng should see varsity run in the near future and will be one of the more intriguing follows heading into 2026. |

Blake Anzellotti OF / 3B / Central Catholic, OR / 2028Rankings StateRank: 18 / POS: 6
Anzellotti broke out in a big way at this summer's PNW State Games, racking up multiple hits in gameplay while impressing in the workout portion of the event as well. The 5'9 athlete worked a shorter hand path to contact at the plate, with a flatter, line drive approach playing to all fields. The righty also showed some gap power, particularly in BP rounds, where he slugged balls up to 340 feet. The feel for the barrel was apparent from the jump and is the leading tool to this point. Anzellotti also displayed sound actions defensively from the outfield with developing arm strength. Anzellotti makes up part of what is an exceptional 2028 class for Central Catholic, and his game will be on display yet again at this fall's Super Sophomore Games event.

Cody Scharer C / OF / South Salem, OR / 2028Rankings StateRank: 19 / POS: 5
The lean-framed 6'0 prospect put together a quality look at the PNW Summer Review this August. At the plate, Scharer featured a simple righthanded swing, catching the ball out front with some bat speed present. Scharer posted exit velocities up to 90.7 MPH, averagin 84.2 MPH with balls hit up to 316 feet. The 7.13 second runner has a longer gait, with athleticism that translates to the catcher position but could also be utilized in the outfield moving forward. Scharer also showed natural actions when framing and on throws down, working from a 1KD setup with a best pop time of 2.10 seconds. Scharer is a young piece in one of the best high school programs in the state, and could be a real contributor in the coming years. |

Quincy Jensen RHP / OF / ROOSEVELT HIGH SCHOOL, OR / 2028Rankings StateRank: 22 / POS: 3
Jensen was one of the best performers at the North Portland Summer ID this June and earns his way into the Top 30. The Roosevelt product showed upside on both sides of the ball, particularly on the mound. The FB sat 79-81 MPH from a steady paced delivery, with plenty more still in the tank. Jensen worked from a simple wind and fire with high 3/4 slot release and upright follow through, mixing in a CH/SL as well. The 5'10 righty also started in a quiet stance at the plate, with minimal wasted movement and sudden explosion through the zone. The levers stay tight with a strong two-handed finishand max batted ball distance of 325 feet. The 7.10 runner is a well-rounded prospect and a name to know in the class. |

Graham Bayless SS / RHP / Lakeridge, OR / 2028Rankings StateRank: 24 / POS: 6
Another standout at the North Portland Summer ID, Bayless is an intriguing follow with some present tools shown. The righty bat features a longer path with loose wrists through the zone, keeping the weight back with strength through contact. Bayless worked exit velocities up over 90 MPH at his best. Defensively, Bayless showed his best from the catcher position, with a quick transfer and plenty of arm strength for his class. The throws from his pop times were up to 75 MPH with a best time of 1.96 seconds. On the mound, the righty featured a lower spin arsenal, generating some layback with a high 3/4 slot release. The FB was up to 80 MPH, paired with a CH/CB as well. Bayless is one of several talented two-way prospects in our latest update for the 2028 class. |
