VA/DC Class of 2028 Rankings: Summer Risers

As the summer comes to a close, we’re kicking off another round of rankings updates with the state’s 2028 class. After a busy summer filled with live looks across Virginia/DC, this update brings plenty of movement throughout the board while also expanding the rankings to the Top 175.

The summer offered another valuable checkpoint for this group, giving our staff extended looks at how players continue to develop physically while translating their tools into game performance against quality competition. With the fall now approaching, this update reflects the progress, upside, and overall depth we’ve seen from the class over the past several months.

Today we take a look at 5 Risers that fall inside of the Top 175 of the VA/DC Class of 2028.

 

RANKINGS RISERS

Alex Baird RHP / OF / Amelia County High, VA / 2028

A lot remains the same for Baird, but the velo continues to tick up. The Amelia HS right hander showed some low 90's this summer, while maintaining the pitchability that he has shown for quite a while now. Body control and the ability to change tempo and timing, while also throwing two secondary pitches for strikes. It is a shorter arm action and the overall delivery leaves you wondering where is the ceiling on this arm, but nonetheless, Baird's pitchability and added velo made him a no-brainer to move up from his previous Top 75 spot.

 

 

Colt Monticello OF / RHP / St. John's College HS, VA / 2028

Athletic, aggressive, and impact potential. Three ways to describe the Future Gamer. Monticello brings intensity and aggression to the game that you would expect from a football player. While we attempted to see Monticello during the spring, he was much easier to track down this summer, and certainly flashed real upside. It is probably power and impact over hit right now, with aggressive athletic instincts in the outfield. With his speed and strength, Monticello has a chance to bring something that was missing from the SJC lineup last spring.

 

Colt Monticello - (07/02/2026)

 

Jordan O'Brien OF / RHP / Benedictine College Preparatory, VA / 2028

Another talented arm for the Cadets. O'Brien showed legitimate upside on the mound multiple times this summer, including at the 17U National Championships. While his velo was a bit down early in that outing, he was adding velo deep into his appearance. Shows three, but the fastball and slider are the winners for O'Brien. While there is some two-way intrigue, the mound carries the profile and the future for O'Brien. 

 

 

Davy Rasmussen RHP / 3B / Benedictine College Preparatory, VA / 2028

It has been an up and down year in terms of looks on this Benedictine arm, not necessarily in regards to his production, but consistency of the stuff. Velo has fluctuated when we have seen him, but it has been steadily trending up as of late. Works mostly in the mid 80's on the mound from a short action and shows a slider that flashes above average potential long term. The slider is mostly mid 70's and while shape can vary at times, the feel for the zone tends to be above average. While it is mostly two pitches in terms of offerings that are close to next level pitches, he does show some feel for a changeup as the third pitch. Shorter arm circle and can generate some arm speed on the turn. Look for a big offseason jump from Rasmussen, as he has the potential to be a frontline arm for Benedictine.

 

Davy Rasmussen - (07/08/2026) (1)

 

Jackson Schmidt SS / RHP / Gonzaga College High School, DC / 2028

Schmidt came into the spring with a little more potential upside on the mound, but this summer his offensive production has been hard to turn away from. A mid to upper 80's arm on the mound with a solid breaking ball, but his power production and impact make him a legitimate positional follow. It is a simple pre-pitch operation, toe tap load to stride, and a slightly uphill path that stays through the zone. A much improved quality contact rate and some sneaky power middle to pull. Started most of the year at SS for Gonzaga and is certainly a name to track down this fall and into next spring.
