As we head deeper into the summer circuit across Maryland and Delaware, our staff updates the 2028 class. In this edition, we have increased the overall number from 50 to 65 total players. Today, we highlight the top 25 in this update with an in-depth look at three risers inside the top 15.

Cooper DeWaal SS / RHP / Oakdale High, MD / 2028Rankings StateRank: 2 / POS: 2
The 6-foot-1, 180-pound left-handed hitting shortstop had one of, if not the more eye-opening and impressive spring campaigns amongst any freshman across the two states, landing him at number two in this update. Hand speed, barrel accuracy and projection are all terms that come to mind when watching DeWaal swing it, and the results speak for themselves. The ease of the operation with controlled aggression only add to the power upside, and as athleticism and physicaility increase, this is a "can't miss" hit tool to watch for years to come. |

Jerome Alejandro (JA) Stephens OF / LHP / MCDONOGH SCHOOL, MD / 2028Rankings StateRank: 6 / POS: 1
Yet another left-handed stick that makes a considerable jump in this update, Stephens is coming off a successful spring with McDonogh and turned plenty of heads at the MD Summer Kickoff in late May. It's an ultra-athletic makeup with continuously added strength that propels this hit tool to new heights in each look. Doubles power for now, the wiry outfielder showcases a somewhat high power ceiling, spraying line drives to the tune of a 97.6 Max Exit Velocity (TrackMan). The speed has the potential to be the separator, running a sub-7.00 (6.89 60-Yard) with added arm strength from the outfield as well (85 mph). Highly athletic with immense tools, look for a breakot summer from the youung outfielder in 2025. |

Austin Callaway 2B / RHP / Delmar High School, DE / 2028Rankings StateRank: 14 / POS: 1
An arm that we have been on for some time now, Callaway broke out at the MD Open this past weekend and certainly turned a ton of heads in his outing for CDP Showcase on the bump. The 6-foot, 165-Pound righty ran the fastball up to 86, living in the 83-85 mph range and showed feel to both sides of the plate with ride through the zone. The breaking ball was the difference maker in our eyes, manipulating shapes in the low 70s with the occasional ability to add depth toward the bottom of the zone. As maturation sets in, and this frame really starts to fill out, this arm has all the makings of being that next top-end guy out of Delaware. |
