Power Rankings: 2028 Shortstops

Cooper Trinkle
Scouting Director

As we lead up to our end of year update, our staff hints at impending moves with the release of our position rankings for each position in the class as our board stands at the conclusion of the fall. We remain bullish on our 2028s, one of the most talented groups we've seen on both sides of the ball at this stage in their development.

Before we dive into our comprehensive list of the top twenty shortstops in our rising sophomore class, check out the positions we've already covered from this group by clicking the links below:

+ Top 10 Corner Infielders for 2028

+ Top 15 Outfielders for 2028

+ Top 5 Catchers for 2028

+ Top 15 LHP'ers for 2028

On the position side of things, we're always locking in on shortstops as we evaluate young prospects. While few stay at the position at the college level, often times the best athletes gravitate towards the shortstop position early in their career. Our deepest list of position players is the one below, with all twenty prospects slated to update well-inside the Top 100 on the overall list.

At this stage, and even for our lists on older prospects, much of what you see is a tiered list. This means that there is little separation between some of these players, with the edge often given to the ones who have shown better tools, maybe have more projection to their frame, or they just simply outperformed the rest of their tier when our staff got eyes on them. Murphy headlines the group and will remain as the #1 prospect in the class, with Miller and Whaley creating the next tier. Birdzell finds himself a touch ahead of the tier of players at No. 5 - No. 8 on the list below, a tier that features very little separation and will likely end up bunched together on the overall list. Greathouse leads the next tier, but this group also remains close with the difference between No. 9 and No. 16 on our overall board wavering by just 15 spots in total, including Finney who is ranked higher on our board as a CF than he is as a SS. Kulig creates a tier break, a Top 25 player on our overall board for his abilities on the bump, while No. 18 - No. 20 create the final tier featured on this board. Without further ado, learn about our top 20 shortstops for the 2028 class, with reports & video to follow (if applicable) for each prospect who made the cut.

Player Reports

Dylan Murphy SS / North Posey, IN / 2028

+ Quick Overview: One of the top RHH's in the country for 2028; very athletic with a muscular, 6-foot-3, 200-pound frame. Innate feel to hit with immense raw power for the age & likely even more on the way. Chance to be a plus runner, already burning 6.7's, with sure-handed actions on the dirt and above-average arm strength. Chance for 5 tools but the power/hit combo here has a real shot of being special.

+ Key Metrics: 101.4 mph peak exit velocity, 6.72 60-yard dash, 85 mph infield arm.

Billy Miller SS / RHP / Kouts, IN / 2028

+ Quick Overview: One of the top all-around players in the class and also the #2 ranked RHP. Wiry, athletic, 6-foot-1, 170-pounder. Up to 90 on the bump with a starters' look, also doubles as what I would consider the top defensive shortstop in the class. Athletic feet with confident hands and the arm translates from the bump to the infield. Minimal S/M in the operation; deploys a short, flicky right-handed stroke that plays on a line and works to all fields. Chance to be a plus runner, too. Led Kouts to a 1A State Title appearance last spring earning All-State honors as a freshman.

+ Key Metrics: 6.73 60-yard dash, 89 mph infield arm, 90 mph fastball, 93.8 mph peak exit velocity.

Jack Whaley SS / Columbus North, IN / 2028

+ Quick Overview: Looks the part of a premier run-producer with easy barrel strength in the 6-foot-3, 185-pound athletic frame. Solid runner with the hands to stay on the dirt, coupling with an above-average arm across. Bat carries the profile, amongst the state leaders for 4A freshman on varsity in nearly every category; slashed .310/.383/.577 while leading all 4A freshman in slugging %, home runs (3), and tied for the top in triples (4).

+ Key Metrics: 95.9 mph peak exit velocity, 86 mph infield arm, 7.00 60-yard dash (metrics from February of '25).

Callum Birdzell SS / Cathedral, IN / 2028

+ Quick Overview: Big breakout from 2025 looking the part of a high-end recruit at the SS position. Plenty of length to the 6-foot-3, 180-pound athletic frame. Catches the ball at a high-level with as good a chance of any on this list to stay at the SS position long term. Sneaky power in a shorter right-handed swing, hit each and every time I got eyes on him in '25.

+ Key Metrics: 94.6 mph peak exit velocity, 6.86 60-yard dash, 82 mph infield arm.

Drew Dalton SS / Decatur Central, IN / 2028

+ Quick Overview: Top 5 SS in the class & cemented himself as such at the Indiana Fall State Games in October of 2025, on top of quality looks throughout the spring and summer. Made an impact for Decatur Central's varsity club as a frosh; feel to hit stands out most, along with projectable, athletic, 6-foot, 175-pound frame. Very good runner that has the arm to stay on the left side, could fit several defensive profiles.

+ Key Metrics: 6.78 60-yard dash, 86 mph infield arm, 93 mph exit velocity.

Ty White SS / Plainfield, IN / 2028

+ Quick Overview: Ultra-competitive with big time gamer vibes. Made an impact as the everyday SS for Plainfield this spring. Hit on every stop of the circuit this summer/fall. Short/flat right-handed stroke with bat speed and barrel feel. Loose, slingy arm with sure hands and the feet to stay up the middle. Likely profiles best long term as offensive-oriented 2B. Quick-twitch athlete with compact strength in the 5-foot-10, 175-pound frame.

+ Key Metrics: 87 mph infield arm, 7.07 60-yard dash, 91.2 mph peak exit velocity (metrics from February of '25).

Brody McGaha SS / Mooresville, IN / 2028

+ Quick Overview: Quality all-around player with tons of feel for the game. Some of the classes' best actions on the dirt; feet work in rhythm with confident hands. Left-handed hitter with a short stroke that plays to all fields. Strength/speed began to blossom in 2025. Hit well-over .400 as a frosh for Mooresville last spring.

+ Key Metrics: 6.91 60-yard dash, 84 mph infield arm, 91.8 mph exit velocity.

Donovan Craig SS / Munster, IN / 2028

+ Quick Overview: High-motor LHH with bat speed from a crouched stance and plenty of bat to ball to go with it. Flatter swing works to produce on-a-line ball flights while he plays faster than his 6.93 60. Quick-footed on the dirt with some arm strength to pair. Profiles as a catalyst-type atop the lineup with 2B or CF looking like the best long-term home. Made a big impact for Munster as a frosh; hit over .400 for the Mustangs.

+ Key Metrics: 96 mph peak exit velocity, 6.93 60-yard dash, 83 mph infield arm.

Brayden Greathouse SS / Brownsburg, IN / 2028

+ Quick Overview: Another athletic middle who impacted the varsity level as a frosh, earning the everyday SS job at Brownsburg last spring. 5-foot-11, 160-pound frame includes plenty of twitch. Real shot to stick on the dirt; confident actions with solid arm strength for the age and he is able to get into it quickly. Contact-oriented RH bat that sprays it well, with some gap power blossoming and more likely.

+ Key Metrics: 93.7 mph peak exit velocity, 6.92 60-yard dash, 84 mph infield arm.

Rogan Bailey SS / RHP / Warsaw, IN / 2028

+ Quick Overview: A winner on the circuit last summer, was also one of the top 2028 prospects that attended our Fall State Games in October. Earned an everyday role for a quality Warsaw club last spring; hit .290 with limited power numbers, although he only struck out at a 6% clip (5 K's in 83 PA) - a statistic that we value heavily with young prospects. Switch-hitter with real projection to the wiry, 6-foot-3, 180-pound frame. The spring stats validate the approach we saw of Rogan on the circuit - contact-oriented in order to let his future-plus feet play. Feet are his best present day tool; glider-type runner. Fits multiple future defensive profiles, chance to stick up the middle, could pack on strength and move to a corner, has the aptitude/athleticism to play CF, and also holds two-way upside as a silky-moving RHP with feel, and a fastball beginning to approach the mid-80s.

+ Key Metrics: 6.72 60-yard dash, 84 mph infield arm, 92.5 mph peak exit velocity, 83 mph fastball.

Quinn Lewis SS / Northview, IN / 2028

+ Quick Overview: Plenty of length to the 6-foot-3ish frame. Multi-sport athlete. Leveraged strength to the right-handed swing; made an immediate impact for Northview as a freshman. Raw-but-athletic on the dirt with plenty of arm strength to stick on the left-side, may slide to 3B or end up as a power hitting corner OF as the frame matures. Priority follow for 2026 with a chance to jump the board with more looks & further polish to his game.

+ Key Metrics: No verified metrics. Evaluated in the spring and on the summer circuit, has yet to attend a Prep Baseball showcase event.

Ben Finney OF / SS / Kouts, IN / 2028

+ Quick Overview: Wiry, athletic, 5-foot-10, 140-pounder with room for growth and serious gamer tendencies. Posted a huge statistical season for 1A State Runner-Ups as a freshman. Excellent movement patterns and defensive versatility help to mitigate the undersized R/R tag. Right-handed swing works on-plane, with a well-above average arm that plays from multiple positions. Also ranked as a Top 10 OF (#8 OF) in the class.

+ Key Metrics: 92.2 mph peak exit velocity, 7.00 60-yard dash, 88 mph OF arm, 86 mph infield arm.

Kingston Galentine SS / Heritage, IN / 2028

+ Quick Overview: One of my favorite 'upside-type' prospects that I identified on the tournament circuit last summer; multi-sport athlete with tons of projection to the young-looking, 6-foot-2, 165-pound frame. Deploys a patient approach while controlling the zone well, short swing works from a lower-handset with some slap to it... added strength will likely bring some of that out in place of impact. Athletic on the dirt with a left-side look. Lower motor but slows the game down & makes it look easy at all times.

+ Key Metrics: No verified metrics. Identified on the summer circuit, has yet to attend a Prep Baseball showcase event.

Zac Glander SS / RHP / Noblesville, IN / 2028

+ Quick Overview: Sound base of fundamentals all-around with the arm and glove being the most impactful abilities at the moment. Young look to the 5-foot-10, 155-pound frame. Made an impact for Noblesville's varsity club as a steady defensive presence up the middle as a frosh, has a real chance to stick at short long term with soft hands and fundamental actions. The arm has played up to 84 on the mound, with real upside there as a two-way prospect. Flatter bat path with contact skills shining most; strength gains will pay dividends in terms of offensive impact. Will also be ranked as a Top 25 RHP in the class when that list is released.

+ Key Metrics: 84 mph fastball, 7.26 60-yard dash & 85 mph peak exit velocity (metrics from February of '25).

Kalieb Walter SS / Columbia City, IN / 2028

+ Quick Overview: One of the biggest winners amongst 2028s that attended our Fall State Games in October; will be a key riser on the overall board while jumping into the T15 of SS's in the class for the first time. Plenty of strength to still be packed onto a high-waisted, 5-foot-11, 150-pound frame. Outstanding actions on both sides of the ball. Plays with great pace on the dirt with confident hands and fringy arm strength that will likely louden with physical development. The same could be said for the offensive impact... shows great bat-to-ball at present from the left-side of the dish that will benefit greatly from added strength/twitch.

+ Key Metrics: 88.3 mph peak exit velocity, 79 mph infield arm.

Carter Durbin SS / Jeffersonville, IN / 2028

+ Quick Overview: Turbo feet are the best attribute for this So. Indiana MIF; saw time for Jeffersonville as a frosh. Real twitch to the undersized, 5-foot-8, 145-pound frame with already near-plus run times in the 60. Wiry strength to the bat with some bat speed that allows him to catch up to high-end velocity already, above average impacts for the age and well-above for the frame. Fringy arm strength, but the feet allow him to cover serious ground. Slam dunk to stay up the middle, wether that's on the dirt or in CF.

+ Key Metrics: 6.68 60-yard dash, 92.2 mph peak exit velocity, 79 mph infield arm.

Matthew Kulig RHP / SS / Andrean, IN / 2028

+ Quick Overview: Ranked on our overall board for the upside he holds on the mound (currently the #10 RHP on our board), but there is some offensive upside that lands him amongst the top middle infielders as well. Saw time as a frosh for Andrean at 2B. 6-foot-1, 175-pound frame with projection left; chance to be very physical when its all said and done (which could push him to 3B on the offensive side). Wide-stanced setup with a tight handset and direct bat path; have seen him catch up to real velocity. Solid average defender with the arm being his best tool on the offensive side.

+ Key Metrics: 87.1 mph fastball, 84 mph infield arm, 7.10 60-yard dash, 87.4 mph peak exit velocity.

Colin Hamel SS / RHP / John Glenn, IN / 2028

+ Quick Overview: Projectable, wiry, 6-foot+, 155-pounder that remains regarded as a Top 75 prospect in this update; has been a mainstay inside that range since our initial expansion of this classes' rankings. Saw some varsity time for John Glenn as a frosh. Quality defensive actions with a chance to stick at short long-term. Loose right-handed stroke works on plane; will become more impactful with physical development. The body control and steady presence on the dirt is what we value most, with the other tools likely to blossom further at some point, and there is two-way upside with a fastball that reached into the low-80s this summer from a clean arm stroke.

+ Key Metrics: 90.6 mph peak exit velocity, 81 mph infield arm, 7.3 runner in the 60 (metrics from February of '25).

TJ Richason SS / 3B / Carmel, IN / 2028

+ Quick Overview: A riser from the circuit this summer and fall that made steady gains while performing well across a handful of Prep Baseball Tournament looks & showcase performances. LHH infielder; feel to hit stands out amongst his peers and is our most valued trait. Maintains rhythm thoughout a repeatable load/stride; works behind the ball well with a clean bat path. Chance to pack on strength with an offensive-oriented LHH 2B/3B feeling as the future profile.

+ Key Metrics: 91.1 mph peak exit velocity, 7.30 runner in the 60.

Cutter Stockwell SS / Homestead, IN / 2028

+ Quick Overview: Athletic, 5-foot-11, 160-pounder who has a chance to make an early impact for a Homestead club that seems like a lock to debut in our 4A Top 10 for the 2026 spring. Athletic in the box with a short/flat contact-oriented stroke. I value the defensive abilities most; got a great defensive look on him at the Grand Park Fall Championships in September. Plays forward well with athletic movement patterns, sure hands, and solid average arm strength. Already posted above-average run times for the class. High follow '28 for our staff this spring/summer.

+ Key Metrics: 6.95 60-yard dash, 82 mph infield arm, 85.8 mph peak exit velocity (metrics from February of '25)
