Leading off our top Power Tool list for the 2028 class in 2025 is the No. 1 ranked player in Texas, Cullen Scott. Scott significantly raised his stock with an outstanding freshman season at Melissa High School and a dominant summer with Dallas Tigers West Beaven. He not only displays big power in the batter’s box, but also raised eyebrows on the mound at the NPI at LakePoint, where he topped out at 94.6 mph.
We got a look at Scott during the Midwest Premier Super 16, where he put on a show by launching two massive home runs for a combined distance of 876 feet. He showed the ability to do consistent damage throughout the week against older competition, which earned him a spot in our Top 5 Power Tool rankings for the 2028 class.
